HONGKONG. 27th. December, 1916.

Referring to Mr. Bonar Law's Circular Despatch

of the 14th. September, I have the honour to report that instruct- -ions have been issued in accordance with the third paragraph of the Despatch in respect of steamers which propose to pass through the Suez Canal.

The Superintendent of Imports and Exporte states that, if the instructions regarding the making up and sealing of separate sets of papers for each port of call are to apply to all ships sailing from Hongkong, the shipping of the port would be much delayed and a considerable increase of staff would be required at the Imports and Exports Office. In these circumstances I am not introducing the new system generally, pending this reference to you,"
